It depends a lot on the pet hotel but I don't think a license is necessary.

My dog is 5 months old. Honestly, I have no idea why does he bark when he sees people. But he'll go crazy when he sees cats. And there are lots of cats around...

I was told that all working dogs (like the cocker spaniel) must not be sayang-ed too much. They are similar to the Rottweilers, Doberman, German Shepard, even Jack Russel Terrier.
