I think in Japan they have this law where if you go out to walk the dog or do anything with the dog, you need to bring along plastic bag and poo scooper so in case if your dog poo poo you just scoop it and put in the plastic or not you'll get fine or something...
I always read shin chan and other Japanese manga and they did show this actions, so I think we should have a rule like that too...
