Have you tried speaking politely with the owner? In many cases, people neglect their animals out of sheer ignorance. They simply don't know any better, and when someone kindly explains how they might keep their dog in better conditions, they are happy to comply. I would strongly recommend taking this approach first.
If the owner continues to keep the dog in these conditions, however, it's time to get the Dept of Veterinary Services (DVS) involved. They are the folks responsible for enforcing the new animal welfare laws. They can speak with the owner and make recommendations, and failing that, they are empowered to remove the dog, but this would be a last resort, as the dog would likely be euthanised if no one steps up to adopt it very quickly.

Please take action to help this dog. There are too many animals suffering abuse and neglect in Malaysia, and too few NGOs and volunteers to help them all. We all need to do our part, not simply hope that someone else will intervene. Good luck!
