Hi, I'm helping out a team of rescuers doing this. The strategy takes time and lots of patience. They feed the dogs at a specific location a number of times and try to lure the leader of the pack to be close to them. Then once the dogs are comfortable with them they get them all in a house (big compound with fencing so they dont run away) and transport them to their new homes/ shelter/ vet.
I seems difficult but definitely doable with lots of patience. All the best to you!
