Default To Report Animal Abuse

For years, I was under the impression that we should report animal abuse to SPCA. It's only in recent years I learned about DVS - Department of Veterinary Services.

SPCA Selangor has Animal Welfare Officers. They investigate when someone reports to them on suspected cases of animals being mistreated, neglected or injured: http://www.spca.org.my/what-we-do/inspectorate/

DVS is a government body. It accepts complaints on cruelty to animals, and has the authority to arrest offenders: http://www.dvs.gov.my/en/pencegahan-...erhadap-haiwan

I would not suggest which - SPCA and DVS - is better than the other. I think it depends on the situation. If you see a case of suspected abuse, make a judgement call as to which org to complain to.

For me personally, I would call DVS if it's an outright abuse and the offender should be penalized. But that's just my own point of view.

FYI: I have reported different cases to both, and they have both responded quite promptly.
