This is what I found in the Star newspaper today.

SEREMBAN: Dog owners in Nilai must now get written permission from their neighbours to keep the animals in their homes.

This is the first time such a ruling has been introduced in Negri Sembilan following recent amendments to the Dog Licensing Bylaws 2008. The municipal council issues annual dog licences at RM20 each.

Council president Datuk Abd Halim Abd Latif said the ruling covers dogs which were three months old and above.

“For those who want to rear more than two dogs, their premises must be at least 1,000 sq metres.

“You are allowed to keep more than four dogs if the area is larger than 1,000 sq metres,” he said.

The affected areas are Nilai, Rasah, Ampangan, Mantin, Lenggeng, Pantai, Rantau, Labu and Senawang.

Abd Halim said the owners were duty-bound to ensure that their pets were not a nuisance to their neighbours such as the animals defecating in public places.

“The pets cannot be allowed to roam freely outside their compound,” he said, adding that officers would take away unlicensed pets.

Those caught without a licence could be fined up to RM1,000 or jailed not more than six months, or both.

The Seremban Municipal Council issues dog licences for RM10 each but has not asked owners to get their neighbours’ permission. Applicants are required to attach a vaccination card for their pets.

The state Veterinary Services Department issues licences for RM5 for those living in other areas.

Resident Melissa Wong asked why was there a need to get her neighbour’s permission to keep a dog.

“My neighbour’s cats defecate in my compound almost every day. Why doesn’t the council make it a requirement for cat owners to get their neighbour’s consent?” she asked.

P. Manimaran, who lives in Rasah Kemayan, said he may have to give up his dog because he was not on talking terms with his neighbour.

i think that's got to be one of the dumbest ones yet.. next thing you know we'll need our neighbor's permission to have parties, paint our houses etc...

instead of putting the decision-making power of dog ownership in the hands of our neighbors, why not focus on teaching dog owners to be more responsible. punish irresponsible dog owners who don't train their dogs not to bark constantly, punish the owners who let their dogs roam around outside their compounds unsupervised and unlicensed.. a hefty fine ought to do the trick.

don't take canine companionship away from the responsible and caring dog owners..

This is what happen bcoz of a few rotten apples, on top of having some dumbor in the authority.

I'm a cat owner & I personally think that cat owners has to be equally responsible for keeping their cats indoor & not become a nuisance in the neighborhood too. Otherwise you don't know what the authority will come up with for cat owners & I bet you, most of us will not like it.

The next thing they'll do will be...... cat owners must now ask neighbour's permission to keep more than 2 cats........if not, the'll be fined, throw into jail. Don't know how they come up with these stupid rules.

Well, the one reason i can think of is that becoz cats dont bark like crazy when ppl walk past. hehehe. Well i think its good to have neighbour's "Verbal Consent" before rare-ing a dog. Coz neighours could be muslim or somone allergic to dog fur. so its best to ask before u bring in the dog. .

Compare dog owner and cat owner, I'd send my tranqulizer gun to the dog owner. hahaha. sumtimes they just bark n bark n bark n bark n bark.... n bark.... n bark..........

Bell, I don't know about Nilai, but in Selangor (Selayang, that is), it's written permission, not verbal permission you have to get. Imagine if your neighbours are those that keep to themselves and not friendly type....how to approach them to ask them to write a letter stating they don't mind you keeping a dog??

this is too way subjective and targeting only one animal....

of course you dont go rear a tiger, crocodile or chicken in normal residential town center

to keep a dog - i dont think you should ask permission from your neighbour at all..

dont forget....... certain neighbour are damn anti social - why should i go ask them if i want to bring a dog in...

if they are not happy or whatsoever... they should get out or stay in apartment then....... its people property - and it is up to the owner whether they want to have a dog...

but having a dog - as an owner they need to know their responsibilities - i can agree to - making sure your dog dont go roaming outside like nobody business..make sure your dog in the good shape...some owner keep a dog for a sake of taking care of the house - tie the dog 24 hours a day....that kind of shit owner - dont keep dog is the best.....

but whoever suggested this early.....which basically the multi-council or MP - are really stupid lo... use brain first before opening mouth...

Well i think permission's aim is to find out more about ur neighbour. see if she/he has allergic or sumthing. Better that than getting a dog then saying to them a few weeks later "oh sorry ah aunty i didnt know u r allergic to dog fur, since i bough the dog here d, maybe u can buy a new house n move away, since i am rare-ing my dog in my own propety n there is nth u can do, muahahaha!"

HaHa blakie, i didint know selangor need written letter de. heheh my dog is illegal squater. no identity de. onli have a vacination card. hehehe. but both my neighbours dog is more noisy than mine. so everynight jaga drive pass there will be an ochestra going on. small dog big dog. in sync. hehehe.

Wah, illegal squatter ah? Better keep him indoors, Bell. The dog-catchers have no qualms about climbing over your gate/fence and taking your dog. (read about that in a few places)

there could be no sufficient justification for this and some things just doesnt need ruling. the motives are clear. they dont have the interest of dog-fur-allergic-residents of those areas at heart when they made the ruling. what will happen is just a rapid increase of dumped dogs in the area, and then happy killing.. and voila.. LESS DOGS! YIPPIE!

got bad apples up there, thats all there is.

Chelly, I agree with you, but I think their seizing the opportunity of a few bad apples could stem from their being uninformed about dogs. There's quite a few misunderstandings about dogs. In fact, I would go so far as to say the dog is a misunderstood creature.

But then, so is the cat. Misunderstood, I mean.

I remember how my grandma hates cats and stones each one that come into our garden to pee/poo. And her words when she knew I kept cats, was that cats are useless animlas, they pee and poo everywhere and are good for nothing.

It all stems from irresponsible owners. owners who did not properly train their pets, and as a result, the whole group got tainted with the same brush.

you know Bell,I'm muslim but I don't go and tell my neighbour to throw their dogs away. Is like asking a parents to chunk their naughty child just because the child broke my window pane. Pets be dog or cat are like children.We need to disipline them. Make the owner responsible for their pet not penalise the animal.Period.

This rule is simply stupid and show how our authority are just a bunch of idiot.They want to be notice and hungry for attention so have to create something very controversial.

Some how this one is ok and some how not. Every human being is not fond of this beautiful and loyal pets and hence they can raise an objection for late night barking and all.

So with that point of view this is quite practical.
