You can apply to various NGOs for medical assistance, but whether they can provide funding quickly enough to save your cat, I don't know.

I must be honest with you, though. You said your cat fell two nights ago. He has very possibly sustained critical injuries, and the fact that he is no longer eating or drinking is not very encouraging. NGOs have guidelines for applying for their funds, and they are unlikely to approve funding in time to help your cat, who needed emergency care 2 days ago.
I believe the government vet clinics charge lower fees, but I don't know how well equipped they are to deal with severe trauma cases.
Keeping cats in multi-storey housing is always a risk. They are unfortunately likely to fall -- they lose their balance, they try to catch a bird, etc. It's really important to keep your home cat-safe with screening on windows & balconies, etc.
I hope for the best outcome for you and your cat, but please learn from this disaster and cat-proof your home in future, and also if possible, set aside some money for your cat's emergency medical fund. Although Malaysian humans can get free medical care, Malaysian pets cannot.
