Religion or non-religion wise, "SHOULD" is not "MUST".
"SHOULD" means it is better to do so that you can achieve a certain purpose or benefit.
If you choose not to do it, there is no one that is going to slap you or put you in jail. You simply do not help to achieve that certain objective or benefit (which may not be for yourself but in a lot of cases it is designed for the benefit and good of others - in this case, the cat and community).
No one will force you or put you in jail, and there may be no benefit for yourself (in many cases like the pet rescuers, loss to self memang terang-benderang lah, lots of selfless deeds and sacrifices from our own pockets $$$, time and energy) ... only benefit others which are less fortunate. Not every one does things just to get pahala.
