First, your kitty isn't being "naughty" -- she's simply following her natural instincts to jump, hunt and explore.
The only way to keep your cat safe is to either prevent it going out onto the balcony or to cover the balcony with a framework and mesh, or some other substance that will keep the cat inside.
Ask your vet and the countless people who have seen cats fall -- either to their deaths or to horrifying injuries -- from balconies. When the cats see a bird or an insect, their hunting instinct kicks in, and they jump. Sometimes they lose their footing and plummet. I think you mentioned in an earlier post that you're on the 9th or 10th floor. Believe it or not, your cat is at higher risk at those levels, because when they fall from higher storeys, they can sometimes turn themselves around in air to land on their feet, resulting in only broken legs. From 10th floor and under, they usually land in a tangle and die from the injuries.
Please, for the safety of your cat, either close or enclose your balcony!
