actually my cat does go and lepak at the balcony. At first mmg panic tengok kucing kat balcony... so i always accompany her and monitor her. If she goes to the ledge, mmg kene marah. After balik keje, I open balcony and carry her.. show her outside, play with her in the balcony... After a while, she seems to understand this. Even if she goes to the ledge, slalu lepak kejap jer. If lama sket, we'll check on her and call her in. We're at 10th floor (but my balcony ledge is wider than yours). We only allow her to go out when we're at home. Adult cats can judge the distance (but again depends on the cat) but if about your apartment is not so high then they prolly will jump because they think they can. Kittens can not judge height so kena very careful.
