I have allerted SPCA on the above matter. They have been trying to contact the authorities the past week, but due to Hari Raya, they are unable to contact anyone. All we can do now is to count on SPCA. Will keep you guys updated!

If anyone have any idea where the exact location is, do let me or Jacinta in SPCA know!
