Sounds like your cat has mange
There is nothing much you can do except for temporary measures, spray frontline on it. It will stop the itching and the crustlike thingy will fall off.
You still need to bring it to the vet where the vet will give it a jap.
Dr. Teoh charges RM10.00 for mange jap
