Most mature adoption schemes around the world use contractual terms and conditions for adoption purposes, perhaps not to the extent of insisting on training schools, which I agree does seem a little excessive, but such points, I am sure, could be reasonably negotiated over.
Not all adoptions are successful, some for quite benign reasons, others, unfortunately, for far less than benign reasons. The contract is there to protect both the adopter, in the former case, and the adopted animal in the latter case.
While the contract primarily serves the above purpose, it's other purpose is to ensure the overall protection of the wider community of adopted pets and so such terms and conditions imply that we except minor personal inconveniences for the greater good of the community.
