I know there is the Ipoh Animal Welfare Society in Tambun (not sure if close to you). They, like all other animal shelters in Malaysia, are probably bursting with abandoned dogs and cats so not sure if they will be of help.

Does Ipoh have an SPCA office? Try contacting them.
