Who the F*uck would do such a thing? You need to take a photo of the person who returned your dog and make a police report right away. And make sure you bring this to The Star's attention.
Maybe hire a private detective if our Police won't do anything about it (I would not be surprise), to follow that guy day and night and catch them when they are stealing another doggie... we need to put this ppl away for a long, long time.. maybe even water-board them like the US does to prisoners!!
