The answer is most certainly
YES. That is a scam. But it's not a scam to get people to buy dogs. Did you ever see a dog? No! You saw a photo of dogs and a bunch of promises.
Look at the advertisement. "100% Lifetime Health Guarantee"
Now, tell me. Does that make sense? If the dog should fall ill and die in 5 years, is he going to refund your money?
This also nonsense: There is no "UN Rehabilitation Program for Poor countries." Doesn't exist, and if it did, do you think they'd be posting people in Singapore?!?
The PF administrators opened the Scams section to educate us all about scams like this. Another member just posted her own sad experience with this same scam (in her case, she paid for the transport for "free" British short-hair kittens, banking money into an account in Cameroon.) It sounds like you stopped short of giving these con-men any money, which is good, and I hope you didn't give them any of your personal details, because identity theft is another serious risk.
I'd like to figure out a way to catch these con-men & feed them to my cat...

This person enclosed really cute picture of the puppy. After i have answer all this question (like normal) but It reply back which is really weird.
