You are in Penang, is that right? You could contact SPCA and ask them for advice. They may refer you to the Department of Veterinary Services. I don't know if there is a law against putting out poison. (If not, there should be!
) If there is, though, DVS can investigate your neighbour.
Meanwhile, have you spoken with the neighbour who put out the poison? Does he or she seem like the type of person who would care that he is causing a slow, painful death for the animals who eat it? If not, it sounds like it's time to start keeping your cats indoors. :-(
