How to open animal shelter?

Hi everyone..
Just like heroes in Petfinder, i would love to help all those strays..
I cant stand to watch they died on the road, shooo away because want to sniff, etc..

I was dream to open shelter (rescue,rehab, retrain and rehome) in seremban

My question is
What do i need to consider before open the shelter?
Where can i open shelter?
Can i open the shelter in town or need to find ladang that far from human?
How to register, and etc?

I hope this just not only dream, so i hope some sifu and gurus can help me...
