I would like to give my two cents' worth in terms of shelter.
Basically there are two types of shelter: those that euthanize, and those that don't.
Those that euthanize, if dogs are not adopted after a certain amount of time, will put them to sleep. They need to make space for dogs that keep pouring in everyday.
Those no-kill shelters also face space problem, so some of them may not accept new dogs.
If at all possible, (in my opinion) it's best if the rescuer will foster the dogs/puppies themselves, and look for potential adopters too.
If you really cannot take care of them, the other alternative is to look for other rescuers/fosterers who can help you out.
