Strays kittens grow up without human touch normally are not tame. What you can do is to feed them regularly until they are familiar and comfortable with you. Once this happen,the first thing for you have to do is to take the kittens to the vet and neuter them. After that you must release them at the same area they always hang around (read: their territory). You can give them out for adoption IF they are not afraid of human anymore. This is from my past experience.
