Yes, people keep all manner of wild, non-domesticated animals as 'pets' with special permits. This does not mean that it's either advisable for the humans or humane for the animals. I'm thinking of the woman in the US who had her hands and face ripped off by her friend's pet chimpanzee, and depressed wildcats pacing back and forth in cages, wearing their teeth down by gnawing on the bars.
This is only my opinion, but I think the lynx would be happier if left in the northern forests where it lives naturally. :-(
